The Value of Code Reviews
There must be hundreds of publications advocating the performance of code reviews and proving their cost effectiveness. In spite of this overwhelming consensus on the wisdom of code reviews, there are still many organizations that do not do them or if they do do them, they do not consistently verify that they are being performed effectively.
There is also a substantial literature on how to conduct them.
Uniplus can help you choose or design a code review procedure if you do not wish to do the research yourself, but the real payoff is to put in place processes that allow you cheaply to confirm that the person responsible for the code review records her statement that it was correctly completed.
In contrast to a review, the purpose of an inspection is simply to confirm that the person responsible for a task has made a statement that she has performed it according to the prescribed procedure.
The method by which they make this statement should be designed to make it very clear that it is a deliberate lie to make a false claim. Very few employees (or consultants) will make a written falsehood that can be traced back to them. It is therefore adequate for many purposes to ask the person responsible to make a written (or electronic) statement that they have performed the procedure. If the task is one where due diligence is sufficient to achieve the desired results (the risk of misinterpretations is small), it is appropriate to verify this by inspection.
The person responsible for the inspection must be from a different team from the person making the assertion that it has been done properly. Some organizations assign a Certification Engineer to perform the inspections and record their existence in the project record. Other arrangements can be designed.
